Municipal & Utility Electrical Estimating

Municipal & Utility Electrical Estimating in Canada

MeTiger prepares electrical takeoffs and scope reviews for Canadian municipal and infrastructure projects — lift and pump stations, water and wastewater treatment plants, standby power, motor control, and site electrical. We read tender front-end packages and addenda-heavy documents the way a bidding contractor has to, and hand back a package you can actually price and defend.

Project types

Municipal & utility projects we estimate

Public infrastructure electrical carries its own rhythm — process-driven layouts, controls tie-ins, and tender rules. These are the projects we quantify most.

Pump & lift stations

Sanitary and stormwater lift stations, booster and pumping stations with wet-well instrumentation, controls, and standby power.

Water & wastewater treatment

Water treatment and wastewater treatment plants (WTP / WWTP) with process electrical, MCC rooms, and area classification input from the design team.

Roads & site lighting

Roadway, parking, and area lighting, plus site electrical and underground duct-bank distribution across a plant site.

Municipal facilities

Public works buildings, reservoirs, chambers, and utility facilities with distribution, lighting, and standby generation.

Coverage

Scope we quantify

From the incoming service to the last field device, organized the way a municipal electrical package is built and bid.

Service & distribution

  • Utility service entrance and coordination
  • Switchgear, switchboards, panels
  • Distribution transformers
  • Metering and power monitoring

Standby power

  • Standby diesel or gas generators
  • Automatic transfer switches (ATS)
  • Generator feeders and connection
  • Load-bank and docking provisions where shown

Motors, VFD & MCC

  • Pump and blower motor feeders
  • Variable frequency drives (VFDs)
  • Motor control centres (MCCs)
  • Starters, disconnects, and controls

Controls & SCADA rough-in

  • PLC and control panel rough-in
  • SCADA / telemetry conduit and tie-ins
  • Instrumentation and field-device conduit
  • Signal and network pathway rough-in

Site & underground

  • Underground duct banks and manholes
  • Site electrical and area lighting
  • Roadway and parking lighting
  • Cable, conductor, and raceway

Grounding & safety

  • Grounding and bonding
  • Lightning and surge provisions where shown
  • Fire alarm coordination
  • Life-safety coordination
Tenders & addenda

Built for public tenders and addenda-heavy bids

Municipal and utility work closes on public tender documents, and those documents move — addenda revise pump schedules, MCC layouts, controls narratives, and site work right up to closing. We read the front-end package, not just the drawings, and reconcile every addendum against the base set so a late change does not walk out of your number.

  • Front-end and specification review alongside the drawings
  • Addenda logged and reconciled against the base tender set
  • Electrical cross-checked against process, mechanical, and instrumentation scope
  • Documented assumptions and exclusions — not silent guesses
Send every addendum as it is issued. Municipal closings often carry several rounds, and reconciling them against the base set is where missed scope and margin leaks usually hide.
Code & approach

CEC-aware estimating support

Our takeoff and scope review are informed by CSA C22.1 / the Canadian Electrical Code, provincial amendments and practices, the project specifications, and local utility requirements. We estimate what the tender documents call for, in the classified and process areas the engineer defines, and flag where the documents do not agree.

Final compliance remains subject to the project engineer, the local authority having jurisdiction (AHJ), and applicable provincial or territorial requirements. MeTiger provides estimating and coordination support — not stamped drawings, sealed professional engineering, or code-compliance certification — and works alongside the engineer of record where required.
Process

How it works

1

Send the tender set

Share the drawings, front-end specifications, and any addenda — as a PDF or DWG set, or a Dropbox / Drive / plan-room link.

2

Confirm scope and closing date

We confirm the project type, the electrical scope, the controls and SCADA involvement, and the tender close.

3

Receive a quote

A fee and delivery window, quoted after drawing review, before work begins.

4

Takeoff and coordination

We quantify the electrical scope by structure and system and cross-check it against the process and mechanical documents.

5

Log assumptions, gaps, and addenda

Assumptions, exclusions, RFIs, and addenda reconciliation are documented clearly.

6

Deliver the package

You receive the reviewable estimate package on the agreed window, ready for your closing sheet.

Pricing

Pricing and quote process

Every municipal or utility estimate is quoted after drawing review, based on structure count, scope complexity, controls and SCADA involvement, the tender deadline, and the deliverables you need. Send the tender set and closing date; MeTiger confirms scope, fee, and delivery window before any work begins — a clear fee for a package you can bid with.

FAQ

Frequently asked questions

Do you estimate pump and lift station electrical?
Yes. Pump and lift stations are core municipal work for us — we quantify the service and distribution, motor feeders, VFDs and starters in the MCC, control panel and SCADA rough-in, standby generator and transfer switch, wet-well instrumentation conduit, area lighting, grounding, and the underground between structures.
Can you work from public tender documents and addenda?
Yes. Municipal and utility work is tender-driven, so send the full front-end package, drawings, specifications, and every addendum issued. We reconcile each addendum against the base set and keep an addenda log so late scope changes are counted, not missed.
Do you coordinate electrical with the process and mechanical scope?
We cross-check electrical against the process, mechanical, and instrumentation drawings to catch equipment with no clear power or control source — pumps, blowers, mixers, actuated valves, and packaged systems — and log the connections and gaps rather than assume them silently.
Is your estimate based on the Canadian Electrical Code?
Our takeoff and scope review are informed by CSA C22.1 / the Canadian Electrical Code, provincial amendments, the project specifications, and local utility requirements. Final compliance remains subject to the project engineer, the local authority having jurisdiction, and applicable provincial or territorial requirements.
Do you provide stamped or sealed engineering?
No. MeTiger provides estimating, takeoff, and coordination support only. We do not issue stamped drawings, sealed professional engineering, or code-compliance certification, and we work alongside the engineer of record where required.
How is a municipal or utility estimate priced?
Each estimate is quoted after drawing review, based on structure count, scope complexity, controls and SCADA involvement, the tender deadline, and the deliverables you need. Send the tender set and closing date and we confirm scope, fee, and delivery window before work begins.
